These safety wire pliers are really three tools in one: wire cutter, wire twister, and a pair of pliers.
It just makes the job of doing nice wire twists easier, and achieves the right amount of pull by doing so.
 
How to use them:
Pass the wire around what you need to lock (drilled fasteners or grips for example)
Grab both wire ends with the jaws (the plier locks in closed position)
Pull out the knob to twist
Hold the plier and push the knob back into the body
Repeat if needed
Unlock open the jaw and cut the wire to finish it.
